It's not decentralized, but is open-source, not-for-profit, and has no ads. It was created by reddit user Deimorz.

Tildes is in alpha - you'll need an invitation code if you want to take part. You should be able to find out how to get a code if you look at the tildes subreddit on reddit.com. :-)
